Non- editting teachers typically can mark grades but not add content, like for a graduate TA. I was trying to disable the notifications for some people who need to see all the submissions in the class I'm working on now.
However, I discovered that this doesn't work for some activities in my version of Moodle so I have used the temporarily disable all notifications check box in the user profile messaging section.
If you are not an admin you can have the users do that themselves.
This won't work if they are teaching other Moodle courses and need the notifications for them however.
