I just was dealing with a similar issue, I am trying to solve this by making the teachers that don't receive email into non-editing teachers and then turning off email message notifications for non-editing teachers. In your case you may also need to enable some functions for that group as well so they can post info on their topics.
These are server level settings so they will apply to all courses on the server
