Separate Groups - Student can see other group work

Version 2.6.5  - 60 students in class in 10 separate groups.  Course set for separate groups, assignment1 set for separate groups.  One student is not in any group and can see all the submissions for all groups for assignment1.  Anyone else seen this behavior?
