Is it possible to change the default settings on sending notificatiosn to graders? (sendnotifications and sendlatenotifications settings?) I have an institution that would like to set these to default to 'no'. If possible, I'd like to avoid modifying any core files, but these doesn't seem to be something I can set in local/defaults.php
