Hi there. I am not sure this is related to your custom role set up. I have seen this message "No users were found with permissions to submit this assignment" in various posts on Moodle. For example, is your course or the assignment set to separate groups and is the user in a group? I did a quick search of the error message and came up with these examples - I wonder if any of these relate to you?
