This is one of the reasons we jumped from 2.2 to 2.4 Something went wrong with assignment notifications in 2.2 for Advanced uploading of assignments. Notifications ceased to go out.
The totally useless workaround is to change all assignments to "submit for marking," but then students don't click "Submit" and you still don't get the notification.
I haven't looked through the Tracker to see if this bug was fixed in a 2.2.+ version. That might be worth a look.
I have to say, once you get past the change in Assignment in 2.3, you will really like what 2.4 has to offer.
