OK, new find...I now see three access options one of which is "Access All groups" and finally see an Inherit but although it is selectred, next to it it says "(not set). There are also Allow, Prevent, and Prohinit that are not selected.
Does this suggest that I need to set something for Inherit?
I will continue to look for something to set.
