Sorry I did not get a chance earlier today to reply after getting the pdf you sent. Now that I have seen the type of workbook you are talking about, I would change my recommendation on what to use to put it into Moodle.
This type of material would probably be best in the Lesson Module. If you had enough material for it, you could use separate Lessons for each category of study such as Brakes, Suspension, Air Conditioning, etc. Or, for something like the pdf you sent me, you could start the Lesson with a general introduction page, (branch page), with a button for each branch, (cluster), to go through: Brakes, Steering, Suspension, etc.
When a student reaches the last page in a cluster such as Brakes, they would then be redirected back to the general introduction branch page where they would select another button that would take them through another cluster of information and questions, such as Steering.
In the Lesson Module, Short-answer, multiple choice, true false, numerical, and matching questions can be programmed for instant feedback as to whether the chosen answer was correct. Essay questions would have to be graded by the teacher.
I use lessons like this in my own computer classes, plus a lot of other stuff. BUT, the other stuff, is only available in newer versions of Moodle. You really should think about upgrading to Moodle 2.4. (2.5 is scheduled to come out in May.)
I am currently using Moodle 2.4.3+ and before I create a lesson, I make up all my own questions in a quiz question bank first. I can then import the questions directly into a lesson. (This can be done in Moodle 1.9 too.) Using my question bank, I can create 5 or 10 question quizzes that randomly select questions from the question bank. I let students take these random quizzes for refresher practice. I also make larger, more comprehensive tests for record.
If you need it and can wait a couple of days, I can whip out an example Lesson for you. You would have to double-check all my info and answers if you actually used any part of my example as I don't know that much about the subject.
