I have just checked in four of my Moodle installs. In Moodle 1.9.19+ and Moodle 2.2.8+ hiding the grade also hides the comments. In my Moodle 2.3.5+ and Moodle 2.4.2+ the comments still show up for students when the grade is hidden.
Since you say it works for your 2.4, I am wondering if it has to do with what you have the assignment set up for, such as file upload, or online text, etc. I have not tried to check the different possible assignments, just checked what I happened to have readily available.
Can you confirm the assignments are the same type/setup between your 2.4 and 2.4.1?

PS: Just upgraded to Moodle 2.4.3+ and see the same problem there...comments are still visible when the assignment grade is hidden.
