we are using 2.3.2 build 20120920. I found a reason. Our assignments did not have activated grading system. Our moodle permit to create assignments without grading But without activated grading system it does not send feedback comment to a student. We did not want to introduce grading to assignment, but I suppose that we will have to. I cannot see the other variant.
