I am interested in this too as we have staff here that want to do the same. I asked about it over at does assignment 2.3 send e-mail notifications to students when they receive feedback?, but that probably was not the right place to ask as that thread was about people not getting emails.
I presume you are using Moodle 2.3 which is what we are using. There is a check box to prevent emails from being sent on the student grading page for 2.2 assignments
but it is not there on 2.3 assignments
