I'd say this is one of those times when a learning opportunity should not be squandered. The learning opportunity is for all members of the PLC to learn how to access a Moodle site where the actual student work exists. The easiest thing, I think, would be to create roles for the members of the PLC in the Moodle course that would give the members of the PLC the ability to view the assignment and inline comments.
The members of the PLC could have their own Moodle course where they can post a link to that assignment in a forum discussion. There are lots of other reasons for the PLC to be using a Moodle course, too.
