Changing file upload size still a pain after upgrade to moodle 2.9

What I have: * Moodle 2.5 incrementally upgraded to moodle 2.9 * debian system on shared host * Moodle 2.5's file uploads were working fine with this .htaccess file below. //// DirectoryIndex index.php php_value upload_max_filesize 32M php_value post_max_size 32M php_value max_execution_time 200 php_value max_input_time 200 //// Since upgrading, now I have to set this in FOUR places (seriously!) and it still will not work. 1) .htaccess in the public_html folder - doesn't work 2) site policies max file size - doesn't work 3) Set in the course settings - yes does NOT work once again 4) In each assignment once again - and yes this too does NOT work. The fifth place is the php settings with my hosting provider via cpanel, etc. I have added a custom php.ini to the public_html folder as well as to the course folder. NO luck there either. Have checked with my isp, and they may as well talk eskimo since they don't know moodle. Can anyone give a little light on this issue. I am stumped as to how to get this working on moodle 2.9. Thank you L
