Here is a screen shot what I have set up for assignments (Site Admin -> Plugins -> Activity Modules -> Assignment -> Assignment Settings):

If you tried this already and students didn't get notified, you may need to look into Site administration > Plugins > Message outputs > Default message outputs. Here is what I see at our site:
