I am not sure if I am missing something here but when I created my scales, I added a few options such as N/A, INC, and 0 to name a few. When the list is too long and it has to scroll to choose grades, I place them at either end to make easy selection. Of course, once the scale has been used, you cannot change it but you can create a new one and use that one anytime.
