In the new assignment module (from 2.3 onwards) you can add comments to any type of assignment, without adding a grade. In the old assignment module (2.2) it depends on the assignment type as to whether you can add feedback comments separately from the rubric/marking guide.
From your post it sounds like you are using the old assignment module - is that right?
