It is odd if this is the main admin account you are using. Could you try to allow the capability just for a teacher in one assignment (rather than for the teacher role as a whole) and see if the teacher (instructor) sees the edit submissin option then? And could you also ensure you are using a standard theme, such as Clean, to rule out any theme issues?
