Thanks for replying. Actually i want that because:

In my university, we conduct final labs (of programming courses) on moodle, the problem arises when, some student uploaded his/her solution then his/her friend can download (having his/her password) and can submit the code (same or after having some changes) as his/her own submission. Although we have JPlag for plagiarism detection, but, at the very least friend's downloaded code can make a great help. 

This is the reason why i want to BLOCK this feature.
