Previous attempts' grades showing when grades hidden for that assignment

Hi,

we're on M2.6.

When our tutors mark an assignment and give a 'refer' grade, they also 'allow another attempt', which in turn allows the student to see their grade for attempt 1, even when grades for that assignment are hidden still.

Is the only answer to prevent tutors from selecting 'allow another attempt' and do it manually on the day when grades are actually released?

Seems strange to me that previous attempts' grades would should when grades are hidden for the assignment.
