I have several assignments where absolutely no description is needed and I forget until I am at the end when I hit save. Then I have to recognize that the assignment has not been submitted and scroll around to find that a description that is not needed requires at least one character.
Maybe if the "There are required fields in this form marked *" statement would go away when the required fields are filled, then it would work as a reminder that wo0uld not be something that tends to get ignored because it is always there.
For one example, I have in-class assignments to be handed in through Moodle. The instructions are given in class. Now for the 30 entries I have to address the description text requirement. I can get by it placing a single character as description but I have to remember to do so.
It is also interesting that someone has laid down the law for me that I am required to do this. At 61, am I not a big enough boy to be able to handle this myself? It makes me wonder why then are not all fields required to be adjusted? It would be just as silly. Other resources have optional descriptions, what makes them different?
Interesting additional point. When I hit Save on this message, if the system is slow, it looks as if I forgot to place a required element because the warning is there acting as if I forgot something and the save is not going to happen.
As an obsolete 61, I am entitled. (-:

P.P.S Gee, I would have marked that requirements warning in red but that option button is missing from the editor menu. I guess that WCAG has determined that a smiley face button is more important. (-:
