What version of Moodle are you using?
In version 2.2 and earlier The "Advanced upload" assignment would allow multiple files. In 2.3 and later, the assignment has a max attachments setting.
You could also enable portfolios. Using Google drive as a portfolio is a nice free solution. Mahara is what we use. It is open source, but needs to be hosted.
