CSS can be set per course in the theme by using the course-id in the body classes if Course Themes are enabled in the Theme settings (and has been possible throughout Moodle2).
However, I don't believe any css changes will be of use to you in making settings for assignments. CSS affects the appearance of a page not the content of any form on a page.
