Hi there,
We are experiencing same thing, all students on the course get an emails whenever any another student has feedback given to them, which is very problematic, esp. when you have courses with hundreds of students on them. I posted a similar posting recently

and we have had to turn off all assignment emails for now. I don't think you can turn it off per course or assignment any more.
