Hi Warren,
Yes, someone can point you to where one votes. On the issue page, in the top-right under People, you see Assignee, Reporter and Participants. Just below the Participants label is a link labelled "Vote (21)" (at least, it was at 21 when I checked just now). You can click on the Vote link to record your vote.
Note: if you are not logged in to the tracker it just shows you the number of votes.
